本州、四国及び九州に分布し、韓国からも知られる。春から初夏にかけてカキノキの葉に寄生し、新葉に葉巻型の虫えい（カキハベリマキフシ）を作る。その後、虫えい内で成長・羽化した成虫はカキノキの葉や果実を加害するため、柿の品質を落とす害虫として知られる。最近になって遠く離れたイタリアやスイスでその生息が確認されたが、恐らく人為的に移入されたものと考えられる。食植性。
